美国国会程序

美国国会程序是指美国国会的立法程序。美国联邦政府的立法分支是参议院和众议院。所有立法都须经参、众两院通过,并由总统签字才可生效。美国国会每年的立法提案数以千计,但真正立法只数百项。相关规则和程序(通常很复杂)指导着它如何将立法转化为法律。

程序

国会每年的立法提案数以千计,但真正立法只数百项。一项法案从起草到最后由总统签字成为法律需要经过以下程序:

1) 起草法案。法案可以是由一位参议员或众议员起草提出,也可以是基于某个行业代表机构或者个体公民提出的要求──他们甚至可以协助起草法案。但是,只有参议员或众议员能够正式提出立法议案。提案起草完毕后,起草人会在议员同事中寻找共同提案人,以增加提案的分量。

2) 立法草案在参议院或众议院提出后被编号,提案名称及提案人的名字被公布在《国会议事录》上。
