美军占领伊拉克后的伊拉克人权
自2003年联军入侵以来,伊拉克的人权问题再一次受到国际的长期关注和持续性的争议。有消息人士指出美国领导的联军和伊拉克政府对反叛分子的镇压措施十分值得关注。美国政府正在对其军队和军火承包商在一些事件中违反国际和国内标准的行为的指控进行调查。英国也对它的军事力量进行侵犯人权的行为的指控进行调查。在2009年2月底,美国国务院发布了一份关于伊拉克人权状况的报告,回顾过去一年(2008年)伊拉克的人权状况。[1] (页面存档备份,存于互联网档案馆)

8月
联合国在巴格达的办事处在2003年8月遭到炸弹爆炸恐怖袭击,一位联合国人权事务高级专员[1]Vieira de Mello遇害。同时还有22名联合国工作人员死亡,超过100人受伤。遇难者中还包括一位世界卫生组织(WHO)负责对外关系和管理机构的前执行董事Nadia Younes。联合国秘书长科菲·安南谴责此次恐怖袭击,联合国安理会亦一并谴责。[2]

认主学和基地组织斩首保加利亚卡车司机Ivaylo Kepov和Georgi Lazov,半岛电视台播出含有斩首过程的录像带,但实际上大部分都是图像和声音而已。[4]
12月
52岁的意大利摄影师Salvatore Santoro被斩首,斩首录像被释出。伊拉克圣战者伊斯兰运动宣称对此负责。[3]

伊拉克的Al-Iraqiya电视播出一份由叙利亚情报官Anas Ahmad Al Issa和伊拉克恐怖分子Shihab Al-Sab'awi提供的笔录供词,其中提到关于他们在叙利亚进行陷阱操作,爆炸,绑架,暗杀和斩首的培训。[5]

- 据报道,有两名阿尔及利亚外交官,在伊拉克被基地组织杀害。基地组织在伊拉克发布的一份网上声明承认,已经杀死这两名被绑架的阿尔及利亚外交官,Ali Belaroussi和Azzedine Belkadi。“组织已经决定执行上帝在伊拉克的判决,将来自阿尔及利亚的两名外交官视为叛徒......并下令杀死他们。”。[6]

22日凌晨6:55,在伊斯兰教什叶派圣地之一,巴格达西北约100公里[8]的——伊拉克城市萨迈拉的阿斯卡里清真寺发生爆炸事件。虽然在爆炸中没有人员伤亡,但随后几天发生的爆炸造成了暴力事件。二月二十三日,发现了100具满布弹孔的尸体。其后至少8人死亡。
6月
在一组名为“圣战者协商会议释放人质视频”的影像中,四名俄罗斯外交官在伊拉克被绑架。[9]
人权现状
已经有众多的人权组织和什叶派官员批评,逊尼派绑架、折磨和杀害什叶派或那些他们认为是敌人的人群。国际特赦组织批评伊拉克政府的司法系统在瓦利德·尤尼斯·艾哈迈德主导下,在伊拉克库尔德地区关押了许多土库曼裔记者长达10年而从未经过起诉或审判。[10]
教派战争
伊拉克各宗派的纷争使伊拉克一直处于内战的状态。各类逊尼派宗教团体以及民兵组织参与了大大小小的爆炸案和对政府各级官员的暗杀,以及对什叶派和较小的宗教少数派的暴力侵略。世俗导向的主体,伊拉克新政府的官员,驻伊拉克的外国官员,不同宗教、民族的社会集群、家庭和个人都受到不同程度的暴力侵犯和死亡威胁。
