友好城市是兩個城市（或行政區）之間建立的聯誼與合作關係，友好城市之間可以開展在經濟、科技、教育、農業、文化、衛生、體育、旅遊、環保等各領域的交流與合作。河南省及其下轄的各縣市經河南省人民政府批准，再經中國人民對外友好協會確認，由中華人民共和國外交部批准後，可以與國外城市建立友好合作關係。河南省締結國際友好城市始於1981年4月6日該省洛陽市與日本岡山市結為友好城市；截至2024年，河南省及其下轄各地、縣級行政區已與49個國家的109個城市結為友城。其中，省級友好地區有39對，地級友好城市有63對，縣級友好城市有7對。
