友好城市是两个城市（或行政区）之间建立的联谊与合作关系，友好城市之间可以开展在经济、科技、教育、农业、文化、卫生、体育、旅游、环保等各领域的交流与合作。河南省及其下辖的各县市经河南省人民政府批准，再经中国人民对外友好协会确认，由中华人民共和国外交部批准后，可以与国外城市建立友好合作关系。河南省缔结国际友好城市始于1981年4月6日该省洛阳市与日本冈山市结为友好城市；截至2024年，河南省及其下辖各地、县级行政区已与49个国家的109个城市结为友城。其中，省级友好地区有39对，地级友好城市有63对，县级友好城市有7对。
